The website's code and the hosting are 2 different services. The website's code is a product that you will own once the work is done. You will recieve a copy that is yours to do whatever with. If at any time in the future you don't want to have me host your website, you may take the code that you own, and provide it to your new host. Unless otherwise stated you have full rights to the code. Generally a host will bundle these together so if you choose to leave their environment you have to create a whole new site again at your new location. Because I do not intend to lock you into my environment, I enable you to retain your purchaser freedom rather then provide a license like most large services.

Not accurate at all. Depending on what you are looking for, the prices can vary wildly. If you just need a place to promote your business you can do it with a lower cost, however features like payment processing or live services cost me alot to implement hence the website tiers. By keeping the estimations where they are, I can deter lowballers while allowing clients who don't need alot to have a happy realization that their site can potentially be under $200.

The reason the cost is not set is because the prices will change based on what domain & such you select. The price of a website url change over time, also some sites that end in .com cost more then some .store or .net, etc.
